Mikhail Men, who headed the Ministry of Construction and Housing of Russia since its inception, will resign. In his place, an associate of the Moscow mayor, the governor of the Tyumen region, Vladimir Yakushev, was appointed.

And the ministry was mainly engaged in the preparation of the communal infrastructure of the 2018 World Cup facilities.

The Ministry of Construction, Housing and Communal Services of Russia was established on November 1, 2013 on the basis of the Federal Agency for Construction, Housing and Communal Services. The main function of the ministry is legal regulation in the field of construction, architecture, urban planning and housing and communal services.

Yakushev's candidacy could have been lobbied by Moscow Mayor Sergei Sobyanin, Vedomosti's sources in the city and federal governments say. 49-year-old Yakushev is considered his colleague. It was Yakushev who replaced Sobyanin as governor of the Tyumen region in 2005, when he was appointed head of the Russian presidential administration.

The largest volumes of construction and the largest investments are in Moscow, and the latest changes in state regulation, in particular the law banning shared construction, came as a shock to both officials and developers. The changes come into force on July 1, 2018, and the requirements for developers have been tightened. Buyers of apartments will be better protected from unfinished construction and non-return of funds, but the adoption of such drastic measures will increase the cost of raising money for developers, and, accordingly, the final cost of housing, market participants believe. The Russian Construction Complex Agency has calculated that under such a scenario, 1,000 developers will eventually remain on the market instead of the current 4,500. Until May 2018, in the Medvedev cabinet, housing policy was overseen by Igor Shuvalov, and construction regulation was overseen by Dmitry Kozak. Now both issues are in the hands of Mutko.

“You should not exaggerate Yakushev’s ties with Sobyanin, he has long been torn off the umbilical cord,” Yakushev’s acquaintance objects. According to him, Yakushev was clearly not interested in moving to Moscow: he felt comfortable in Tyumen.

“Again, not a builder ...” - this is how a major contractor comments on Vedomosti about the appointment of Yakushev. Yakushev is a lawyer by training. Given that Mutko has not yet dealt with construction and housing and communal services issues, they were looking for a person who has experience in economic work for the position of the minister, the Dozhd TV channel reported.

Men's representative did not comment on his resignation, noting that it was "a decision of the President and the Prime Minister, which is not discussed." Prior to his appointment as a minister, Men was also a governor - he headed the Ivanovo region. I cannot be called a popular minister, his colleague says: he is a cautious politician, he preferred to have equal relations with everyone in the government. Certain success his team, of course, has achieved, he continues. For example, during the work of the Ministry of Construction, the volume of commissioned apartment buildings increased (from 26.9 million square meters in 2013 to 44.9 million in 2017), mortgage rates fell to 9.79%, and 2017 became a record in terms of the volume of mortgage loans issued - 1.1 million loans for more than 2 trillion rubles. The problem of deceived equity holders began to be systematically addressed.

Experts note successes in the housing and communal services sector. “The program for the resettlement of citizens from dilapidated housing has been completed in most subjects, a newnew, permanent mechanism. A system has been launched for the overhaul of apartment buildings, financed not from the budget, but at the expense of the residents themselves. A mechanism for investing in public utilities has been launched on the basis of concession agreements. A reform is being carried out in the field of municipal solid waste management. A new project has been launched to create a comfortable urban environment,” lists Alexei Makrushin, General Director of the Housing and Utilities and Urban Environment Association. But most importantly, according to him, during this time the population has ceased to consider housing and communal services as one of the most pressing problematic issues.

The course for the next six years has already been outlined by President Vladimir Putin: the transition to project financing and an increase in housing commissioning to 120 million square meters. m per year, comments Ilshat Nigmatullin, President of the Granel Group of Companies. Among the areas that may become a priority for the Ministry of Construction in the coming years, he calls the introduction of digital technologies in construction, the implementation of the principles of a "smart city". “In the future, we are waiting for new initiatives from the government and the development of tools to increase the affordability of housing for the population,” says Nigmatullin.

Over the past 6 years, the Ministry of Construction of the Russian Federation has managed to reduce the number and cost of administrative procedures by more than half, which is an excellent indicator, Andrey Nazarov, co-chairman of Business Russia, believes. In his opinion, the construction industry needs to continue on the path of “de-bureaucratization”, and it also needs to improve legislation. “With the attraction of funds from the population, 80% of housing is being built today, and the rates on loans in banks are at the level of 11%, which makes them obviously losing in comparison with attracting funds from the population. It is necessary to provide additional instruments for financing the activities of developers, in particular project financing,” Nazarov believes. It is also necessary to further reduce mortgage rates: the optimal rate at which the number of home buyers will increase by 2 times is at the level of 7%, says Nazarov.

“The new head of the Ministry of Construction has a successful experience in creating favorable conditions for investors as governor of the Tyumen region. During the work of Vladimir Vladimirovich [Yakushev] in the Tyumen region, more than 20 large industries were built, more than 4,000 jobs were created, the pace of construction and oil production increased. Therefore, the business community sees prospects for the development of a constructive dialogue with the new government,” says Nazarov.
